A driver disclosure is an authority request directed to the registered keeper. Start with the original letter, the vehicle identified in it and the deadline stated in that letter.
Do not turn an assumption into a factual statement. Organise only actual knowledge and available records for prompt legal review.
What section 103(2) KFG requires
Under section 103(2) KFG, the authority may request information on who drove a motor vehicle identified by its registration at a specified time or used a specified trailer, or who last parked it at a specified place before a specified time. The information requested must include the person's name and address.
If the registered keeper cannot provide the information, the provision refers to naming the person who can. That is not an invitation to speculate. Record what is actually known and the basis for that knowledge.

- registration, requested time and any stated parking location
- name and address of the registered keeper
