A driver disclosure request is addressed to you first in your role as the registered keeper. The letter seeks to establish who drove a specified vehicle at a specified time or last parked it at a specified place before a specified time. Start by reading the registration number, time, place, file reference and service details. Only then can you determine what the particular letter asks you to provide.

Why the letter is sent to the registered keeper

Under section 103(2) KFG, the authority may request information about who drove a motor vehicle identified by its registration number at a particular time or last parked it at a particular place before a particular time. The registered keeper generally provides that information. For test or transfer journeys, the statute instead refers to the permit holder.

Being addressed as the registered keeper does not itself determine who drove. Your first task is to match the authority request to the correct vehicle and the stated driving or parking event.

The wording of the letter and the current version of section 103 KFG remain decisive.

What information section 103 KFG requires

The information must contain the name and address of the person concerned. If the registered keeper cannot provide that information, the statute requires the keeper to name the person who can provide it. That person then has the duty to provide the information.

The authority may verify the information where the circumstances call for it. Separate confirmed facts from assumptions. This article deliberately provides no specimen wording and does not generate an answer for an individual case.

Why service and the response period need separate review

Section 103(2) KFG requires the information without delay. For a written request, the provision states two weeks after service. The date printed at the top of the letter is therefore not the only relevant detail. Keep the envelope or electronic proof of service and read the submission instructions in the letter.

If the day of service, the recipient or the submission channel is unclear, keep the complete letter ready for prompt legal review.

What matters when memory or records are incomplete

The statute requires appropriate records where the requested information could not otherwise be provided. Review logbooks, calendars, handover documents or company vehicle records only for what they actually establish.

Do not retrospectively alter or complete existing records. Instead, note which original documents exist and which information remains open. For companies, also identify who manages the vehicle and who can provide reliable information.

No answer template: the name, address, time, place and vehicle must match the actual authority letter. Generic wording cannot replace that review.
