Code 111 can connect an Austrian category B driving licence with permission to ride certain motorcycles up to 125 cc. It is not an automatic upgrade to category A1 and it is not a uniform motorcycle licence valid throughout Europe.
The entry on the licence, the completed training, the exact vehicle and the country where you intend to ride must be considered separately. A person planning to ride abroad must not assume that an Austrian Code 111 is recognised as an A1 entitlement.

Section 2(3) of the Austrian FSG places Code 111 among the special codes connected with category B. The permission is limited by the vehicles and requirements described there. The number 111 therefore does not by itself authorise the holder to ride every vehicle covered by category A1.
Check the original driving licence for the category, code, restrictions and validity. The vehicle must also be classified correctly. Engine capacity alone does not answer every question, because power and construction may also matter.

Code 111 does not depend only on an intention to ride a 125 cc motorcycle. The required training and its proper confirmation must be traceable. Keep the driving school registration, training confirmation and related documents together.
If the code has not been entered, a private note or a driving school invoice is not automatically a substitute for the official entry. Clarify which authority issues or changes the licence and which documents it requires. The general distinction between granting and extending a driving entitlement under section 9 FSG is relevant to this boundary.

A motorcycle may look like a suitable 125 cc vehicle and still fall outside the permitted limits. Compare the registration certificate, type plate and technical data with the licence entry. Higher power or a different construction can change the legal classification.
The same applies after a vehicle change or technical modification. Before riding, confirm that the entitlement covers that exact vehicle. At a roadside check, a verbal statement by another person does not replace the required entitlement.

Code 111 is an Austrian special rule connected with category B. It does not automatically mean that another state treats it as its own A1 entitlement. For an international journey, check the rules in the destination and every transit state.
Before travelling, clarify whether the Austrian code is recognised, which documents must be carried and whether the insurance covers the planned use. An international driving permit cannot create a national entitlement that is otherwise missing. If Code 111 is missing from the licence, the training cannot be proven or the vehicle data do not match, resolve the issue before riding. A later explanation does not necessarily remove the consequences of riding without the required entitlement.
Arrange the licence, training confirmation, registration certificate and any information from the destination state in chronological order. If an authority has issued a decision or measure, the separate rules on withdrawal and restriction under section 24 FSG and on restoration under section 30 FSG may also become relevant.
