Review the withdrawal decision, the authority’s assessment of traffic reliability, the stated period and every accompanying measure.
A withdrawal decision contains several legally distinct determinations. Read the operative part, reasons, traffic-reliability assessment, withdrawal period, accompanying measures and requirements for return of the entitlement separately.
First secure the complete decision, every attachment and proof of service. The withdrawal decision check and decision checklist help organise the documents but do not replace review of the actual file.
1. Operative part: What the authority orders
The operative part is the binding order. Record separately which driving entitlement is affected, when withdrawal is to begin, what period is stated and whether further measures are ordered.
Read its wording in full. A cover letter or oral explanation does not replace the operative part.
2. Reasons: Facts and legal conclusions
The reasons should show which facts the authority accepts and how it derives withdrawal from them. Compare the findings, evidence and legal assessment with the operative part.
Section 24 FSG is the central basis for withdrawal. Whether the reasons support the particular order can only be assessed from the complete decision and file.
3. Traffic reliability: A separate section 7 FSG assessment
Traffic reliability is a distinct statutory requirement. Section 7 FSG is the starting point. Check which facts the authority relies on and how it explains their significance for future conduct.

4. Period: Understand the dates and calculation
The withdrawal period requires its own review. Under section 25 FSG, the authority must determine the period on the statutory basis and facts of the particular matter.
Record the beginning, end or method of calculation stated in the operative part. Do not import a period from general examples because facts, earlier records and the legal basis may differ.
5. Measures: Record additional orders separately
Accompanying measures are not the withdrawal itself. Section 24 FSG permits additional orders depending on the case. What matters is what the operative part actually states.
For each measure, record its exact name, the required completion and any evidence specified in the decision. Do not assume remedial training, an examination or another condition that has not been ordered.
6. Return: Requirements after the withdrawal period
The end of the stated period and return of the entitlement are separate questions. Check which applications, evidence or completed measures the decision and competent authority require.
Keep completion certificates and later authority correspondence together. The withdrawal decision check identifies information already contained in the decision; the checklist supports a complete handover for legal review.
