In Austria, category C may be granted from the age of 18 under specific conditions. The regular route starts at 21. Early access requires the professional driver qualification or another statutory basis, and the qualification, training route and exact scope of the driving entitlement must correspond.

Enrolment in training or an employment contract alone is insufficient. The decisive points are the statutory requirements, completed tests, proof of qualification and the entry on the driving licence. This article explains category C before 21 and distinguishes it from category D, later further training and medical renewal issues.

Category C before 21 depends on statutory requirements

Section 6 FSG sets the regular minimum age for category C at 21. Section 20 FSG permits access from 18 where a driver qualification certificate is held, the apprenticeship for professional drivers has been completed successfully, or the entitlement is restricted to certain public tasks or technical development, repair and maintenance journeys.

The exception lowers the age for granting category C. It does not remove the other requirements for a driving entitlement. These include the required category B, medical fitness, the theory and practical driving tests and the documents required in the individual procedure. The guidance on extending a driving licence class explains the general application and testing route.

Minimum age and route

Which basis opens access to category C

Age alone does not determine the scope of the driving entitlement.

Regular access and exceptions for category C
Situation Requirement for granting What still needs review
From age 21 Regular minimum age for category C Tests, fitness, category B and authority decision
From age 18 with professional qualification Driver qualification certificate or completed professional-driver apprenticeship The proof must exist and support the chosen route
From age 18 for a special purpose Restriction to certain public tasks or technical development, repair and maintenance journeys The restriction limits the permitted use of category C

Sections 6 and 20 FSG distinguish the minimum age, the proof and the later scope of the entitlement.

The driver qualification certificate must fit the route

The driver qualification certificate proves the professional qualification for the carriage of goods. Initial qualification and further training for professional drivers are regulated by the Goods Transport Act 1995 and its implementing rules. For category C before 21, clarify which proof exists and whether it supports the statutory age exception.

Employment with a transport company does not replace this proof. Training that has merely started does not automatically lead to a grant either. Take the exact designation, issue date and any restrictions from the qualification document. The article on Code 95 and professional driver qualification deals with the separate question of how the professional qualification appears on the licence or in a recognised certificate.

Category B must be settled before the category C test

If categories B and C are applied for at the same time, the applicant may be admitted to the practical category C test only after passing both the theory and practical category B tests. The official information on category C expressly describes this sequence. Plan the testing route using the actual order and the driving school confirmations.

The professional qualification replaces neither category B nor the driving test. It affects the age route and can make granting from 18 possible. If the application, tests and authority decision take place at different times, record each step with its date and proof. A course confirmation alone does not answer whether the required tests have been passed.

Medical fitness and a time limit continue to apply

Category C is subject to the medical requirements of group 2. According to the official information on categories C to F, driving entitlements for category C granted from 19 January 2013 are generally valid for five years below age 60 and two years from age 60. A medical report is required for every renewal.

Early access from 18 does not change this time limit. Professional qualification and medical fitness answer different questions. The guidance on medical fitness for professional drivers explains reports, expiry dates and conditions. When the expiry date approaches, prepare the renewal independently of the qualification certificate.

A special restriction limits the use of category C

Access from 18 may also be based on an express restriction. This covers certain public tasks or journeys for technical development, repair and maintenance. That situation must be distinguished from access through professional qualification. The purpose of the journey and the entry of the restriction must correspond.

Read the driving licence and the granting decision in full. A general reference to category C does not show the permitted journeys when a special restriction applies. Foreign documents or a driving ban in Austria involve a different legal situation. The article on driving bans for foreign licence holders explains that separate issue.

Overview of all answers.

01

Early access from age 18 is not documented.

Organise date of birth, application, tests and the time of the authority grant. Regular access to category C is linked to the minimum age of 21.

Review the test and granting route →
02

The qualification proof exists, but the procedural record remains open.

Secure category B, test confirmations, the application, the medical report and the granting decision in a dated overview.

Organise application and tests →
03

Reliable proof for access from age 18 is missing.

Check for a driver qualification certificate, a completed professional-driver apprenticeship or a statutory special restriction. An enrolment or employment contract alone is insufficient.

Document the professional qualification →
04

Access is classified through a special restriction.

Compare the purpose, vehicles and licence entry with the granting decision. The restriction must cover the planned journey.

Review the scope of the entitlement →
05

The key requirements for early access are organised.

Also review the time limit, medical fitness, entry and intended professional use using the original documents.

These documents show age, qualification and scope

  • front and back of the driving licence with all codes
  • date of birth and application for category C
  • proof of category B and theory and practical test confirmations
  • driver qualification certificate or professional-driver apprenticeship certificate
  • medical report and any time limits or conditions
  • granting decision with reasons and restrictions
  • documents concerning the intended professional or public use

Arrange the proof by age, qualification, test and grant. This shows whether the age exception is documented and whether the intended use is covered by the recorded scope of the entitlement.

FAQ

Common questions about category C before 21

Can I obtain category C in Austria at age 18? +
Yes, under the requirements of section 20 FSG. In particular, a driver qualification certificate, successful completion of the professional-driver apprenticeship or a statutory restriction to certain public or technical tasks is required. The regular route starts at 21.
Is an employment contract enough for category C before 21? +
No. An employment contract shows the professional connection, but it does not replace the driver qualification certificate, the completed apprenticeship or an express special restriction.
Does the professional qualification replace the driving test? +
No. The qualification concerns the professional age route. Category B, the theory and practical tests and the authority grant remain separate requirements.
May I use category C before 21 for every journey? +
The scope depends on the granting route and the entries. With a restriction to public tasks or technical development, repair and maintenance journeys, the specific journey must be covered by the purpose and the entry.
How long is category C valid after granting? +
For category C entitlements granted from 19 January 2013, the general period is five years below age 60 and two years from age 60. A medical report is required for every renewal.
