Traffic reliability is a statutory concept in Austrian driving licence law. In authority proceedings, the issue is not a general impression of a person but whether the file supports the requirements of section 7 FSG.
This article explains the function of the concept in withdrawal proceedings and how to organise the decision and the file. It provides neither a catalogue of offences nor a prediction of the outcome.

Section 7 FSG links the assessment to proven specific facts and their statutory evaluation. The concept is therefore a legal requirement for holding a driving entitlement. It is not a free character judgment and not merely a repetition of an allegation from another proceeding.
A review must identify the facts on which the authority relies, the records used to support them and how the authority evaluates them under section 7 FSG. Only these levels together show whether the reasons in the decision match the file.
Read the operative part, the reasons and the notice on legal remedies as separate parts. The operative part shows what the authority orders. The reasons should reveal which facts were established, which evidence was used and which legal conclusions were drawn.
Also mark service, every date mentioned and each reference to another document. Do not reconstruct dates from memory. The first reference point is what the complete original actually states.

A decision is the result of the authority review but not the entire factual basis. The file may include earlier letters, records of interviews, proof of service, submissions and other documents. The records available depend on the individual proceedings.
A factual initial review therefore starts with a file index: document, date, sender, content and connection to the reasons. This shows whether a finding is supported, whether a document is only mentioned or whether different records conflict.
No reliable conclusion about the outcome can be drawn from a single document. This article neither evaluates a person nor predicts how an authority will decide. It only shows which elements in the decision and the file should be kept separate.
A list of possible triggers would also shorten the necessary individual assessment. The current wording of section 7 FSG must be considered together with the facts actually established and their documented evaluation.
