When a driving licence is lost or stolen, the first step is an immediate report and proof of that report. The confirmation can have a specific significance for driving for a limited period.

Put the loss date, report, confirmation and replacement application in one chronology. Do not treat the confirmation as an unlimited entitlement.

Legal basis: section 14 FSG in RIS.

What section 14 FSG requires after loss

Section 14(3) FSG requires the holder of a missing document to report it without delay to the authority or nearest public security service. This covers loss and theft.

The report does not replace the application for a new document. It records the loss and its date.

The confirmation has a time limit

The confirmation permits driving until the new document is issued, but no longer than four weeks from the date of loss under section 14(3) FSG.

The period runs from the actual loss date, not a later authority appointment.

Distinguish loss from withdrawal

A licence seized abroad because of a fact referred to in section 7(3) FSG is not treated as missing. A withdrawal or seizure must not be handled as simple loss.

Keep the report, provisional seizure and withdrawal decision separate.

Apply for the new document

Section 15 FSG governs the issue of a new licence. Keep the application, receipt and file reference with the loss report.

If the old card turns up, clarify the document status with the responsible office.

Secure the records immediately

Secure the report, confirmation, identity record, copies and exact loss date.

The confirmation is not a permanent substitute and does not replace review of the current document status.
