A person applying for a class AM driving entitlement for the first time after turning 20 must provide a medical report under section 8(1) FSG. The decisive point is the date of the class AM application after the applicant has completed the 20th year of age.

The age threshold concerns the specific requirement in section 18(1) no. 9 FSG. The medical report does not replace AM training, the theory test, practical training, proof of vehicle control or roadworthiness.

An application after age 20 triggers the specific medical-report requirement

Under section 18(1) no. 9 FSG, a class AM driving entitlement may be granted if a medical report under section 8(1) is provided where the application for the class AM entitlement is filed after the applicant has completed the 20th year of age. The rule therefore connects the application and the age threshold.

For an individual review, record the date on which the application was filed. The key question is whether the application for the class AM entitlement was submitted after the applicant turned 20. A later question about the report’s validity has to be assessed separately.

The report confirms medical fitness to drive

Under section 8(1) FSG, the medical report must state that the applicant is medically fit to drive motor vehicles. It must also show for which group or groups of driving entitlements the person is fit.

At the time of the authority’s decision, the report may be no more than 18 months old. It must be prepared by an authorised medical expert entered in the list of doctors under section 34 FSG. This article explains the function and timing of the report. The appointment requirements for an expert doctor are a separate question.

The other AM requirements remain separate

Section 18(1) FSG lists further requirements for class AM. They include having completed the 15th year of age, six lessons of theoretical training and a successfully completed theory test. The applicant must also complete six practical training lessons on a training ground and two practical lessons in public traffic.

The applicant must also demonstrate sufficient vehicle control to the instructor or driving teacher and be roadworthy. A person who has not yet completed the 16th year additionally needs the consent of a parent or guardian. A report under section 8 answers the medical question and does not replace these other requirements.

Organise the application date and records together

  • date of the class AM application
  • proof of theoretical training and the passed theory test
  • records of practical training and vehicle control
  • medical report under section 8(1) where the application was filed after age 20
  • communications from the driving school, association or authority

Arrange the records according to the individual application. The overview on extending a driving licence class addresses applications, tests and records at a different decision point. Questions about the validity of a medical report must be separated from the extension of a time-limited driving entitlement.

An incomplete application has to be reviewed from the individual file

If a record is missing or the filing date is unclear, the entitlement requirement cannot be conclusively established from general information. Keep the application, receipt confirmation, training records and communications with the driving school, association or authority together.

For an application after the applicant has completed the 20th year, the medical report is part of the requirement named by the statute. A legal assessment has to consider the available records and any communication from the authority. Age alone says nothing about the medical result.

For a class AM application filed after the applicant has completed the 20th year, section 18(1) no. 9 FSG requires a medical report under section 8(1).
