A missing or invalid card is not the same as expiry of the driving entitlement. Section 27 FSG lists independent grounds that must be separated in the licence status.
Distinguish withdrawal up to 18 months, expiry after a longer withdrawal and lapse of time. Keep the decision, dates and register information together.

Section 27 FSG treats expiry as a separate consequence. An entitlement expires, among other cases, after a withdrawal period over 18 months.
That is not the same as withdrawal up to 18 months. Read decision, period and later status together.

After more than 18 months, the entitlement expires under section 27(1)(1) FSG. The end of the period does not automatically create a new licence.
Do not confuse the end of withdrawal with automatic return of the document.
