After a move or an application in another federal state, not every driving licence authority is automatically responsible for the same step. The application, ordinary residence and requested service matter.

§ 5 FSG sets out jurisdictional rules for driving licence matters. Keep registration, actual residence records and all authority correspondence before sending an application elsewhere.

Jurisdiction depends on the specific application

The responsible authority depends on the requested procedural step. Issue, extension, renewal, withdrawal and reissue may involve different contact points.

State the licence class, requested step and previous authority contact in writing. The licence withdrawal focus area helps separate withdrawal from later reissue.

Ordinary residence and registered address are not always identical

Ordinary residence may be decisive. A registration certificate is important but does not answer every question about actual stay, personal ties and the centre of life.

Organise registration, lease, employment, stays and authority statements chronologically.

An application to the wrong authority must be documented

If an application is lodged with an authority that is not responsible, review whether and when it was forwarded and whether an acknowledgement exists. Do not rely on a telephone statement.

Keep the application, delivery route, acknowledgement and forwarding letter. The driving licence document checklist helps organise the file.

Document a change of residence during the proceeding

A move can affect communication and further jurisdiction. The decision, procedural stage and statements of the authorities remain relevant.

Notify an address change in a traceable form and record when each authority was informed.

Which records explain ordinary residence

Reviewing ordinary residence requires an overall view of the stay. A registration certificate shows the registered address and period. A lease, place of work, family connection, actual periods of stay and other traceable records can add context about the centre of life during the relevant period. One document rarely answers the question on its own.

List each record with its date and period. If several addresses are involved, state where you lived or mainly stayed and which authority had already been informed. Clarify conflicting information in writing against the file instead of reducing the issue to a telephone summary.

Application receipt, forwarding and the pending proceeding

Receipt of an application and final jurisdiction are separate questions. Keep the dispatch record, acknowledgement, file number, forwarding note and every request for additional information. Together they show which authority received the application and when, as well as which information is still missing.

If you move during the proceeding, report the change with its date and a traceable method of delivery. A new address does not automatically settle the authority question for an application already lodged. The requested step, residence records and written messages from the authorities remain relevant.
