Suspensive effect
Suspensive effect means that a challenged decision generally may not be enforced while the complaint is pending. Its application requires a separate assessment.
Section 13 VwGVG contains the general rules. Special provisions and an authority’s exclusion may change the position; filing alone does not always answer the enforcement question.
A typical context is a driving licence decision with immediate consequences. The operative wording, appeal notice and special rule determine the individual effect.
